Len Tylka - President

Len Tylka is a successful, second-generation custom single-family home builder and developer, having professional experience since 1971.

Mr. Tylka is the founding principal in LTL Associates, Inc., a Professional Engineering firm. and LTL Builders, a Statewide Certified General Contractor.

Mr. Tylka has extensive experience in both vertical and horizontal construction.  He has been involved in the design/build of various types of facilities both domestically and internationally, specifically in areas subject to tropical storms.  His specialty is in hurricane resistant design and construction which was developed as a result of  experiences with evaluation and retrofit of affected structures in South Florida since 1991.  As a result of his expertise, Mr. Tylka and the company has become involved with HardShell Homes, a systems built housing manufacturer, for more information visit HardShell Homes.

He has also been involved in developing several tracts of land for both partnerships (as a principal) as well as those for other clients.  Duties include due diligence studies, feasibility analysis, budget formation and execution, scheduling, project management, subcontractor negotiations, day to day project review, etc.  His current efforts are directed towards projects specializing in workforce housing.

Mr. Tylka has comprehensive experience in construction and construction management.  While serving as vice president for a  large general contractor, he was responsible for project administration, scheduling (including C.P.M. and Gantt), cost projections, permitting, procurement, labor relations, budgeting and value engineering.  Representative projects include shopping centers in Michigan, Ohio, Pennsylvania, North Carolina, Kentucky and West Virginia as well as multi-story institutional buildings for Rutgers University, Princeton University, Fort Dix, New Jersey and Fort Monmouth, New Jersey.

Mr. Tylka is by education, a civil/structural engineer.  Early in his career he gained considerable experience in evaluation of soil stability and conditions as well as foundation design, including deep foundations.  Representative projects include:  Wards Island Sewage Treatment Plant (N.Y.C.), Hartz Mountain (Seacaucus, N.J.), Newark International Airport (N.J.), Maersk Ship Terminal (Port Newark, N.J.), Cardinal Unit 3 (power plant-Brilliant, Ohio), American Electric Power (coal transfer facility-Metropolis, Illinois).

Mr. Tylka has extensive experience in structural design of both prefabricated and conventional types of construction. Experience includes structural steel and light gauge framing design, cast in place concrete design, tilt up concrete design and wood frame design.

In 1997, Mr. Tylka completed an approximately 18 month term as a Commissioner, representing the entire homebuilding industry in Florida, on the Governor’s Building Code Study Commission, which led to the adoption of the Florida Building Code. His efforts and expertise in the area of building codes on this Commission went far to promote the interests of the homebuilding industry.  Furthermore, Mr. Tylka has served on the Codes & Standards Committee of the National Association of Home Builders for many years and served as Chair of the Fire Safety Working Group, a subcommittee of that body.  Mr. Tylka has become an expert in building codes and code related issues and has been recognized as such nationwide.

Mr. Tylka has also acted as engineer of record on over 200 development projects in South Florida. Responsibilities included are paving, drainage (including golf course drainage), water distribution, and sewage collection systems design. Also include are site planning, structural designs of clubhouses, cost analysis, roadway design and package sewage treatment plant design. Representative projects include the Polo Club of Boca Raton, Wycliffe, Gleneagles, Woodswalk, Frenchman's Creek, Mariner's Cove, Crystal Pointe, The Islands of Jupiter, St Andrew=s Country Club, and Office Depot Corporate Headquarters.

Mr. Tylka has provided professional witness services on Civil Engineering and Construction related matters. He has been admitted to several courts as an expert in these matters including superior courts in both New Jersey and Florida as well as the Federal Court of Claims in Washington D.C.

Finally, Mr. Tylka has provided consulting services for both acquisition and forensic studies of existing structures and projects for various private entities. Responsibilities include evaluation of structural integrity, estimations of useful life and replacement costs, zoning requirements, design of corrective measures and coordination with governmental bodies.

In addition to his professional career, Len has dedicated himself to the Florida Home Builders Association (FHBA). He climbed the ladder on the Executive board, from Second Vice President in 1996 as an associate member to his current position of Past President as a builder. For more than a decade, Len Tylka has been a dedicated member and active participant of FHBA. His deep-rooted home building experience propelled him into numerous FHBA leadership positions, including Chairman of the Uniform Building Code Task Force, Area Vice President, and Vice Chairman of the Nominating Committee. In 2005, Len Tylka was elected President of the Florida Home Builders Association, bringing a "new vision" to the association that reconfigured the daily operations of the association increasing efficiency and promoting growth. Mr. Tylka is a member and Life Director of the Gold Coast Builders Association, where he has served as President, Second Vice President, Chairman of the Governmental Affairs Committee, and Chairman of the Political Action Committee. In 2007, Len Tylka was inducted into the Gold Coast Builders Association Hall of Fame, which honors individuals who have made significant and lasting contributions and shaped the character of the housing industry in South Florida.
